an Internet telephony ban is being sought after by India security agencies

Security agencies of India had recommended that there be a ban on international Internet telephony, at least up until a system had been put in place in order to trace the calls that are in place.
This information would be all according officials, as they have made it clear that it is now the latest of all moves in order to plug security loopholes after the Mumbai attacks.
India has fears that there will be militant groups that are operating from overseas whom of which could easily use Internet telephony in order to bypass security systems.
